Abstract:	（一）提高補助經費額度，並擴展服務項目，培養服務使用者付費的觀念，以發揮照顧資源之有效運用。（二）增補全民健保給付不足之居家護理服務，以提升照顧品質，。（三）全面辦理社區及居家復健服務，以支持失能者自主生活之能力，。（四）輔具購買、租借及住宅無障礙環境服務之補助對象，從中低收入者擴展到一般戶。（五）創新補助失能者，使用長期照顧服務所需之交通接送服務。（六）將家庭總收入按全家人口平均分配，每人每月未達社會救助法規定最低生活費1.5倍之經濟弱勢且重度失能老人，納入機構式照顧服務補助範疇。（七）增加喘息服務補助天數，並得以彈性運用居家式或機構式服務，以有效支持家庭照顧者。（八）發展新型服務項目，如家庭托顧、交通接送服務…等，以滿足失能者多元之需求。
