Abstract:	現代科技應用上電力、通訊、醫療、以及科學研究各方面，帶給人們許多的便利，凡是有利必有弊，這些電力設施所產生的電磁波一直被人們所詬病；長期以來，電磁波可能帶來的生物健康效應問題日漸引發人們疑慮。雖然過去的研究廣泛探討了電磁波的健康效應問題，流行病學研究指出某些特定頻率的電磁波可能與人類的某些疾病有些關連，然而這些研究並未獲得最終之科學證實。由於大多數人對電磁波並不了解，電磁波的問題已成為一個超越科學範圍，而牽涉至生活環境，甚至已是政治上的議題；因此世界各國以及科學界對於近一步釐清此議題普遍都認為有其急迫性。
